Invitation to Bid – Pump Station 15 Decommissioning Project

INVITATION TO BID

 PUMP STATION 15 DECOMMISSION PROJECT

City Project No. SS2022-01 

NOTICE IS HEREBY GIVEN by CITY OF FERNDALE that sealed bid proposals will be received by the City of Ferndale at Ferndale City Hall, 2095 Main Street, Ferndale, Washington, 98248, (360) 384-4006, until September 21, 2023, at 2:00 PM, and will then and there be opened and publicly read for the Pump Station 15 Decommission Project.

PROJECT DESCRIPTION: This contract provides for the decommissioning of Pump Station 15 (PS 15), dewatering, installation of approximately 650’ of sanitary sewer pipe from the intersection of West Smith Road and Bellaire Drive then westerly along West Smith Road to an existing sanitary sewer manhole located at the intersection of West Smith Road and Saratoga Place.  Work will include decommissioning PS 15; trench excavation; dewatering; sanitary sewer pipe installation; connection to existing sanitary sewer; paving; and other work, in accordance with the Contract Plans, Special Provisions, the Standard Specifications, and Standard Plans.

Bid Guaranty

All bid proposals shall be accompanied by a bid proposal deposit in cash, certified check, cashier’s check, or surety bond in an amount equal to five percent (5%) of the amount of such bid proposal.  Should the successful bidder fail to enter into such contract and furnish satisfactory performance bond and payment bond both in an amount of 100 percent (100%) of the contract price within the time stated in the specifications, the bid proposal deposit shall be forfeited to the City of Ferndale.  All bidders and subcontractors shall have a contractor’s license to work in the State of Washington and a City of Ferndale Business License before starting work. All work performed on this project will be subject to prevailing state wage rates.

Electronic version of the project plans and specifications is available for download on the City of Ferndale website at www.cityofferndale.org/PS15.  If you download the bid documents you are required to contact the City to be added to the planholders’ list.  Informational copies of maps, plans and specifications are on file for inspection in the Ferndale City Hall, 2095 Main Street, Ferndale, Washington 98248.

Pre-Bid Conference

Bidders, prior to submittal of a bid, may attend a pre-bid conference with the Project Engineer.  The meeting will start on September 14, 2023 at 3:30 p.m. at the Ferndale City Hall, 2095 Main Street, Ferndale, Washington 98248.  A jobsite visit may follow upon request.

The City of Ferndale, in accordance with the provisions of Title VI of the Civil Rights Act of 1964 (78 Stat. 252, 42 US.C.§§ 2000d to 2000d-4) and the Regulations, hereby notifies all bidders that it will affirmatively ensure that any contract entered into pursuant to this advertisement, disadvantaged business enterprises will be afforded full and fair opportunity to submit bids in response to this invitation and will not be discriminated against on the grounds of race, color, or national origin in consideration for an award.

On Saturday, August 26th City of Ferndale and Whatcom County Public Works crews will be out early doing road striping in downtown Ferndale. Work is anticipated to take place between 4am and 11am. No Parking signs are posted for Main Street between Sterling Ave and the Pioneer Bridge and Legoe Ave between Main St and Ferndale Terrace.

Notice of Traffic Revisions and Possible Delays: August 24th-September 1st

Citywide Road Maintenance & Crack Sealing

Over the next few weeks, City of Ferndale Public Works will be taking advantage of the dry weather to perform road maintenance and crack sealing throughout the City. Larger projects will be signed and flagged. Crack sealing work will be done in small sections of roadway at a time and should only cause brief disruptions.

The following planned schedule is dependent on weather and crew availability.

Thursday, August 24th – Malloy Avenue Paving
Paving the north section of Malloy Avenue from Malloy Village to Aldergrove Rd. Flaggers will be on site to direct traffic.

Wednesday, August 30th – Crack Sealing
Rolling crack sealing on Hendrickson, Imhoff, and Church Road. Expect delays and detours as city crews work section by section.

Friday, September 1st – Downtown Crack Sealing
Rolling crack sealing on 2nd Ave. and 3rd Ave. in downtown Ferndale. Expect delays and detours as city crews work section by section.

Douglas Road CLOSED to through traffic, between Angelina Street and Lamplighter Mobile Park

Drivers should expect delays as Douglas Road, between Angelina Street and Lamplighter Mobile Park CLOSED to through traffic on weekdays from Monday, August 21st – Friday September 1st. The closure is in effect weekdays between the hours of 7:00 AM and 7:00 PM. Motorists will detour around the closure via Imhoff, Ulrich, and S Church Roads. Local residents will have access to homes inside the closure area. Flaggers will be­­ stationed at the closure barricades if further direction is needed.

Douglas Road will be open (use caution) after work hours on weekdays and on Saturdays and Sundays.

This closure is for work is associated with a private development project.

Notice of Traffic Revision: Monday, August 21st – Friday, August 25th 2023.

Shuksan Ave. and Golden Eagle Dr. Closed to through Traffic

Drivers should expect delays as Shuksan Ave. and Golden Eagle Dr. will be closed to through traffic starting Monday, August 21st. Residents living on Shuksan Ave., Cottage Pl, and Golden Eagle Dr. will have local access. All traffic on Shuksan Ave. and Golden Eagle Dr. will have access to a single lane moving in a clockwise direction only. This traffic revision is scheduled for Monday, August 21st – Friday, August 25th, 2023. The traffic revision is in effect daily from 7:00 AM to 7:00 PM. The road closure and traffic revision are in effect during working hours until project competition.

This closure is to complete work associated with frontage improvements at Ferndale High School.
