Project Summary
In December 2011, the City of Ferndale switched its water supply from surface water to groundwater, utilizing its two wells—Douglas and Shop. Previously, the City had purchased pretreated Nooksack River water from the Public Utility District No. 1 of Whatcom County (PUD). The switch was driven by several factors: the need to use existing water rights, encouragement from the Department of Health to control water treatment, rising PUD water rates due to capital improvements, and the impending elimination of PUD’s sediment basin, which would have required the City to build its own costly basin.
To implement the change, the City launched the Well Water Supply project in 2011. This included installing water mains from the well sites to the treatment plant and retrofitting the surface water treatment plant to handle groundwater. Soon after the transition, customers reported issues with white film or spots caused by increased hardness from calcium and magnesium. Surface water had a hardness of 50–60 ppm, while the blended groundwater measured 150 ppm. In response to continued complaints, the City decided to explore groundwater softening options to reduce hardness closer to surface water levels.
