The Public Works Department oversees design, and management of infrastructure, roadway, facilities and parks construction projects.
Police Station Project
(and Maintenance Facility Improvements)
The first phase of this project consisted of improvements at the City of Ferndale Maintenance Facility and at the existing library, which will be the future Police Station. Work included excavation; grading; fencing; drainage improvement; placing gravel base; retaining walls; and other work in accordance with the Contract Plans, Special Provisions, the Standard Specifications, including the amendments thereto, and Standard Plans.
Next phases included demolition of the former library's interior to make it build-ready for a new Police Department facility. Upon demolition, the construction phase of the project began. The final phase includes the civil work on the project.
Police Station Project Civil Improvements Phase:
Engineer's estimate range for work: $298,000 to $364,000.
This phase of the project was advertised for bids Jan. 25, 2012 and Feb. 1, 2012. Bid opening is scheduled for 10 a.m. Feb. 9, 2012 at City Hall, 2095 Main St. Call For Bids.
Work will include excavation, grading, fencing, drainage improvement, installation of curb, gutter and sidewalk, placing gravel base, hot mix asphalt, and other work in accordance with the Contract Plans, Special Provisions, the Standard Specifications, including the amendments thereto, and Standard Plans.

This project is considered to be the highest priority for improvements to the city's sewer collection system.
The project calls for replacement of a failing gravity sewer system located in three alleys in the Griffintown area with new sewer mains and manholes.
The engineer's estimate for this project was $530,243.93.

These two projects call for sidewalk construction on 2nd Avenue from the Boys & Girls Club to the Conoco Phillips Sportsplex and on Malloy Avenue from the roundabout north to Oxford Court.

Addendum 1

Cascade Peak Sewer Bypass Project
This project consists of the installation of approximately 400 lineal feet of 8 inch sanitary sewer main, from approximately 100 feet south of Oxford Court to Willow Court, Ferndale, Washington. Work will include removal of existing pavement; trench excavation; sanitary sewer installation; grading; placing gravel base and crushed surfacing; hot mix asphalt paving; and other work in accordance with the Contract Plans, Special Provisions, the Standard Specifications, including the amendments thereto, and Standard Plans.
The estimated project cost is between $110, 000 to $145,000.

The City of Ferndale is working to create an independent groundwater supply system to provide drinking water to city residents and customers. Ferndale currently purchases water from Whatcom County Public Utility District No. 1.
The project calls for upgraded facilities and a water main connecting two different groundwater wells to the water treatment facility.
"Schedule A" includes the facility upgrades. "Schedule B" includes the water main project.

Work will include installation of 300 lineal feet of sanitary sewer line; 2,200 lineal feet of storm drain line; and 1,300 lineal feet of water main; installing underground electrical conversion appurtenances; removal of existing pavement, curbs and sidewalks; grading; installing an illumination system; placing gravel base and crushed surfacing; hot mix asphalt paving; installing curbs, gutters, and sidewalks; landscaping. The Call for Bids was issued on July 21, 2010. The project is funded in part by Surface Transportation Program (STP) and Transportation Improvement Board (TIB) funds that will be supplemented from a number of other sources to finance design and construction. Avenue Extension Project
This project calls for the improvements of approximately 2,800 lineal feet of Second Avenue, from Washington Street to Eaton Street, with a new road, extending to the Portal Way/I-5 Interchange, being constructed north of the Second Avenue/Eaton Street intersection. A roundabout will be constructed at the Portal Way/I-5 Interchange. Work will include installation of 3,400 lineal feet of sanitary sewer line; 5,500 lineal feet of storm drain line; and 4,500 lineal feet of water main; installing underground electrical conversion appurtenances; removal of existing pavement, curbs and sidewalks; grading; installing an illumination system; placing gravel base and crushed surfacing; hot mix asphalt paving; installing curbs, gutters, and sidewalks; and landscaping. The Call for Bids was issued on July 8, 2009, and bids were received at 10:30AM on Friday, July 31, 2009. The Ferndale City Council voted 6-0 during their meeting on Monday, August 3, 2009, to award the contract to RAM Construction General Contractors of Bellingham for their base bid, and alternates A1 and A3, price of $4,441,656.83. The project is funded in part by federal economic stimulus money (ARRA) that will be supplemented from a number of other sources to finance design and construction. First Avenue Improvement Project
The contract for this project was awarded to Len Honcoop Gravel, Inc. at the May 4, 2009, City Council meeting for their bid price of $174,881.33. The project calls the construction of improvements along the west half of First Avenue between Alder and Cherry Streets, and work will include 700 L.F. of curb, gutter and sidewalk improvements, angled parking, water main improvements, storm sewer upgrades, fence installation, playground toy modification, and landscaping.

Bakerview
Booster Pump Station Project
This project was completed in 2008. The project included water system upgrades and new water booster pump station. Friberg Construction Company, Inc. was selected to complete the project for their bid of just over $870,000. A copy of the bid tabulation is available to view.
The Centennial Riverwalk Project, completed in fall of 2007, created a pedestrian walkway and promenade along the west bank of the Nooksack River, on the Front Street right of way between Main and Cherry Streets. You can view the construction progress in our photo album.
Douglas
and Main Street Improvements Project
Improvements included the installation of a traffic signal, sidewalks, left turn lanes, and new roadway surface at the intersection of Douglas Road and Main Street and was completed in 2008. The new configuration will provide a safe pedestrian route for the many people, especially school children, who walk in this area. View the photo gallery for pictures of construction.
Malloy
Avenue Improvement Project (Roundabout)
This project called for the improvement of the Malloy Avenue, Vista Drive, Ferndale Terrace, Shuksan Avenue and Memorial Drive area by constructing a roundabout to address traffic circulation and pedestrian safety in this area near Ferndale High School. Southwest Sewer Interceptor Project
This project, completed in 2006, provided for the installation of approximately 7,200 lineal feet of new sanitary sewer main on Main Street and along Imhoff Road to Ferndale's waste water treatment plant facility.
Third Avenue Street and Sewer Improvement Project
This project was completed in 2006, and improvements included installation of approximately 900 lineal feet of roadway (curb, gutter and sidewalk), plus waterline and storm sewer improvements on 3rd Avenue. A new 15" sanitary sewer main was installed along Third Avenue, Washington Street and Shuksan Avenue, near Ferndale High School.
